Origin Trials Framework

Implement a framework for exposing experimental features in the browser, but only to specific/registered origins, for limited duration and subject to global usage caps.

The motivation for this framework is best captured in the blog post "Doing Science On The Web" (https://infrequently.org/2015/08/doing-science-on-the-web/). This framework is intended to enable incompatible web features to be delivered in a non-web-breaking manner.
