Enables web applications to register as https URL handlers using their web app manifest.
Native applications often register as URL handlers to increase engagement, discoverability, and provide a differentiated experience. Web apps could benefit similarly if developers are given the option to register for URL handling in the web app manifest. Using the web app manifest allows browsers to integrate with different platforms to create a more native experience.
