This feature expands the exposure of the WebAudio AudioBuffer interface to include DedicatedWorker. Previously, this interface was only exposed to Window. The immediate use case is to enable use of WebCodecs AudioEncoder from DedicatedWorker. WebCodecs will use AudoBuffer to represent raw (uncompressed) audio. The buffer may be wrapped in an AudioFrame and fed as input to an AudioEncoder, all within a DedicatedWorker.
