Feature Policy: Sandbox Features (No longer pursuing)

This change allows developers to selectively enable and disable sandbox features in any frame, including top-level documents, through the feature policy HTTP header or the <iframe> "allow" attribute. These features are included: "forms" "modals" "orientation-lock" "plugins" "pointer-lock" "popups" "presentation" "scripts" "top-navigation"


As of August 2019, we are not currently pursuing this restructuring of sandbox features. The current focus is on implementing Document Policy (https://www.chromestatus.com/feature/5645593894453248) and then using that to reimplement sandboxing.
