Support for spec-compliant Simulcast

This feature enables webrtc applications to send multiple encodings of the same video source (AKA simulcast). Users will now be able to explicitly direct the platform to encode and send multiple layers of the same video source. This enables applications to provide group/conference call scenarios for all participants while providing the best experience for each participant based on their device / bandwidth / etc.
